A footnote to the 1881 Census parish-level table says 'Penllyn is stated to have not been brought under the operation of the Poor Laws as required by the Act relating to extra-parochial places.' Penllyn is also mentioned in Bartholomew's Gazetteer of the British Isles as 'extra parochial place, Pembrokeshire, near Cardigan, pop. 3.'.
